Overview:
The 8(a)/SDB Package Preparation Service is
designed for clients who want GBS to prepare,
assemble and complete their entire 8(a)/SDB
application package.
Services Include:
- A telephone or personal interview with
the primary applicant will be conducted to
ensure that he/she is qualified to be
certified in either the 8(a)/SDB or SDB
Business Development program.
- Gather all materials, data and all
required SBA Forms that the applicant must
provide to GBS to complete and package their
8(a)/SDB application.
- Examine all documents and data received
from the applicant to ensure that all
required items have been provided and notify
the applicant if important information is
missing.
- Prepare clients Social & Economic
Narrative (the most important part of your
certification package).
- Complete the entire 8(a) SDB application
package, ensuring that it is totally
comprehensive and in conformance with the
SBA’s regulations.
- Prepare a cover letter for the submittal
of the 8(a)/SDB application.
- Assemble the package into a three ring
notebook, including table of contents,
completed checklist, tabs for attachments or
necessary enclosures.
- Identify places where signatures are
required in the entire Certification
package.
- Deliver the prepared package via FedEx
service to the applicant and contact the
applicant to address any questions or open
issues concerning the submittal of the
Certification package to the SBA.
- Provide guidance and assistance
throughout the entire Certification process
until formal 8(a) SDB Certification
notification has been received by the SBA
Program Administration Office in Washington
D.C.

1. 8(a)/SDB Package Review
- If you complete the application
yourself and would like us to review it
prior to submission to the SBA, we will
review the entire certification package
and provide you with a detailed
analysis.
2. 8(a)/SDB Social & Economic
Narrative
- The 8(a)/SDB Social & Economic
Disadvantage Narrative Service is
designed for clients whose ability to
compete in the free enterprise system
has been impaired due to diminished
capital and credit opportunities as
compared to others in the same or
similar line of business who are not
socially disadvantaged. The SBA requires
that all applicants applying for 8(a)/SDB
certification complete and submit this
narrative.
- GBS will prepare the economic
narrative and convince the SBA that you
and your business have been subjected to
Economic Disadvantage.
- If you are a member of a SBA
Designated Group, a Social Disadvantage
narrative will need to be prepared by
GBS to prove that you have been Socially
Disadvantaged.
3. 8(a)/SDB Joint Venture
Agreement
- Recent changes permit 8(a) firms to
form joint ventures and teams to bid on
contracts. This enhances the ability of
8(a) firms to perform larger prime
contracts and overcome the effects of
contract bundling, the combining of two
or more contracts together into one
large contract.
- GBS will prepare a Joint Venture
Agreement that conforms to the SBA’s
8(a)/SDB Regulations.
4. 8(a) SDB Search Letter Preparation
- Through their cooperative efforts,
the SBA and an agency match the agency’s
requirements with the capabilities of
8(a) Certified firms to establish a
basis for the agency to contract with
the SBA under the program.
- The SBA advises an agency
contracting activity through a search
letter of an 8(a) Certified firm’s
capabilities and asks the agency to
identify acquisitions to support the
firm’s business plans. In these
instances, GBS will provide a Search
Letter with the required information in
order to enable the SBA’s Business
Opportunity Specialist to submit to the
federal agency to match an acquisition
to the 8(a) Certified firm’s
capabilities.
- SBA's HUBZone program provides
efforts to promote economic development
and employment growth in distressed
areas by providing access to more
Federal contracting opportunities.
- GBS will assist you in applying for
and obtaining your HUB-Zone
Certification. This program is open to
any small business located in any highly
underutilized zone.

As part of the GBS Marketing Service, we will

- $125 per hour on short-term assignments.
